Better Gambling Forum Opens RG3P Public Consultation

The Better Gambling Forum (BGF) has launched a public consultation aimed at refining its Responsible Gambling Triple-P (RG3P) Framework, as part of ongoing efforts to strengthen global standards for player protection within the igaming sector. The initiative follows the release of a detailed report developed after a series of formal discussions held alongside the United Nations General Assembly.

The consultation seeks feedback from a broad range of igaming stakeholders on the framework’s six foundational pillars, which collectively focus on areas such as player education, early risk identification, intervention strategies, support systems, ethical conduct and research-driven policy. BGF said the objective is to assess how effectively the framework can operate across different regulatory environments and business models.

This phase of development builds directly on insights gathered during BGF-led workshops and multi-stakeholder sessions convened in New York during the UN General Assembly in September 2025. Participants from those discussions have been given access to the resulting report, while additional industry, regulatory and policy stakeholders may request it in order to contribute to the consultation process.

Respondents are being encouraged to provide detailed input beyond high-level feedback. This includes sharing real-world examples from specific markets, identifying viewpoints or groups that may currently be underrepresented and submitting research or data that either supports or questions the framework’s assumptions. Practical considerations around integrating the RG3P Framework into existing regulatory structures are also a key focus.

BGF said insights gathered through the consultation will shape the next version of the RG3P Framework. The revised model is expected to be further developed through regional engagement and international dialogue throughout 2026, including planned discussions linked to upcoming G7 and G20 meetings.

In parallel, members of the Better Gambling Forum have continued to present progress on the initiative at major global events, including the World Economic Forum in Davos and ICE Barcelona. These sessions have explored how the framework aligns with broader prevention and brain capital agendas and how it is influencing policy discussions within the igaming sector.

The Better Gambling Forum operates as a multi-stakeholder initiative under the Brain Capital Alliance, working alongside organisations such as the United Nations, G7, G20 and the World Economic Forum. Its mission is to promote a unified, research-based approach to harm prevention and player protection across international igaming markets.

Commenting on the consultation, Shawn Fluharty, Chair of the BGF Steering Committee and Head of Government Affairs at Play’n GO, said the six RG3P pillars were introduced as a practical reference point for jurisdictions seeking higher standards in harm prevention, treatment and regulation. He noted that discussions with policymakers, researchers, regulators and industry leaders have since highlighted areas requiring further analysis.

Fluharty added that deeper engagement is still needed in areas such as consultation with indigenous communities and the role of cultural context in shaping responsible gambling frameworks, stressing that the RG3P should be viewed as a work in progress rather than a finished policy model.
