Isle of Man Tightens Oversight After Timor-Leste Crackdown
The Gambling Supervision Commission (GSC) of the Isle of Man is heightening its regulatory vigilance following Timor-Leste’s decision to suspend its online gambling licensing system. The action comes after a United Nations Office on Drugs and Crime report exposed organised criminal activities across Southeast Asia and the Pacific.
Timor-Leste’s Swift Regulatory Response
In response to the UN findings, authorities in Timor-Leste shut down their existing framework, aiming to tighten rules before reopening. The report highlighted weaknesses in Oecusse-Ambeno, an area targeted by criminal networks.
One individual linked to online scams and gambling operations was later added to the Isle of Man’s GSC prohibited list, demonstrating how international risks can quickly cross borders. While no direct link to the Isle of Man has been confirmed, the regulator commended Timor-Leste for taking decisive action.
Strengthening Safeguards at Home
The Isle of Man is also reviewing its own regulatory environment. In July 2025, the island raised its terrorism financing risk rating in online gambling to “medium,” signalling the need for enhanced monitoring.
As a Special Economic Zone, the Isle of Man recognises the importance of closing potential loopholes that might attract illicit actors. By learning from Timor-Leste’s suspension, the GSC aims to ensure its licensing system remains secure, transparent and trusted internationally.
