Leonardo Quintans Joins Paraíba State Lottery Council
The Administrative Council of the Paraíba State Lottery (Lotep) officially welcomed its newest member during a formal ceremony. Leonardo Quintans Coutinho, Attorney General of Justice at the Public Prosecutor’s Office of Paraíba (MPPB), was sworn in at the Council’s regular session. His appointment fills the seat reserved for the Public Prosecutor’s Office, maintaining the institutional composition of Lotep’s management board.
The meeting was chaired by Lotep Superintendent Francisco Petrônio de Oliveira Rolim and attended by all council members. Rolim emphasized the importance of representation from the Public Prosecutor’s Office, stating “The presence of the Public Prosecutor’s Office in Lotep’s Administrative Council is crucial to enhancing transparency, legality and credibility in our practices. We warmly welcome Dr. Leonardo and expect his expertise to make a significant contribution.”
Career of Leonardo Quintans
Born in João Pessoa, Paraíba, Leonardo Quintans Coutinho has built a distinguished career in public service. He studied Law and specialized in Public Law. Since joining the Public Prosecutor’s Office in 2013, he has worked in areas such as Public Property, Citizenship and Family Law, demonstrating versatility and dedication.
His administrative experience includes coordination, institutional management and representation, culminating in his leadership of the Paraíba Public Prosecutor’s Association (APMP) from 2021 to 2025. On September 1, 2025, Quintans began his term as Attorney General of Justice of Paraíba for 2025–2027, consolidating his reputation as a respected member of the state’s legal and institutional community.

Role and Mission of Lotep
The Paraíba State Lottery (Lotep), an autonomous body under the State Secretariat of Finance (Sefaz–PB), was founded in 1955 and celebrates its 70th anniversary in 2025. Lotep oversees, regulates and manages lottery operations across the state in accordance with federal and state laws.
Revenues generated by Lotep are invested in social programs related to health, education, sports, culture, public safety and social assistance under State Decree No. 41.037/2021 and State Law No. 12.703/2023. Through direct management and partnerships, Lotep directs funds to initiatives that enhance the wellbeing of Paraíba’s citizens.
