Lithuania Tightens Gambling Rules, Raises Age Limit to 21

Lithuania has rolled out new gambling regulations effective 1 November, introducing a unified minimum gambling age of 21 and a stronger set of responsible-gaming controls. Previously, age limits varied by venue type, but the new framework applies the same restriction to casinos, slot halls, betting shops and online gaming operators.

Authorities say the goal is to simplify rules and further distance younger audiences from gambling environments. The shift forms part of Lithuania’s broader agenda to intensify consumer-protection measures, particularly around marketing and player-safety standards.

Mandatory intervention for risky behavior

The law also increases operator responsibilities. Licensed companies must now monitor player behavior and step in when signs of excessive gambling appear. This includes enforcing a minimum 48-hour access suspension, covering both online and land-based play, when harmful activity is detected. Operators are also required to direct users toward support services and provide self-exclusion options.

Remote gambling has been singled out for extra oversight, with compulsory daily, weekly and monthly spending limits, as well as time caps on playing sessions. Any request to raise those limits will only take effect after a delay, preventing impulsive or emotional decisions.

Fines tied to revenue

Penalty rules have also been overhauled. Instead of fixed fines, enforcement bodies will now issue sanctions based on a percentage of operator turnover. Initial breaches may cost between 2% and 5% of annual revenue, while repeated violations could reach up to 10%, ensuring penalties have meaningful impact even on the largest operators.

The reforms arrive as Lithuania continues its phased clampdown on gambling advertising, which will see a full advertising ban implemented by 2028.

While operators will need to adapt to the stricter framework, regulators say the direction is clear: more accountability, tighter controls and stronger safeguards for players.
