LottoPro Wins Lotesul Tender With 43.36% Revenue Share

São Paulo–based LottoPro Jogos de Apostas e Gestão de Lotéricas Ltda. has emerged as the top bidder in the public tender to operate the Lotesul lottery platform, committing to pass 43.36% of gross revenues to the state government. The electronic auction concluded last Friday (23) and selected the company to deploy and manage the technological system overseeing the state’s lottery operations. The contract carries an estimated total value of R$51.4 million across its full duration.

Under the proposed revenue-sharing framework, the state would receive R$43.36 million for every R$100 million generated by the lottery, representing one of the highest transfer percentages recorded in similar concession processes.

Intense Competition During the Auction

The bidding session opened at 8:00 a.m., with the first offer submitted just four minutes later. That initial bid already exceeded the minimum threshold set out in the tender, coming in at 15.80% versus the required 14.33%. Within minutes, the percentage climbed sharply, reaching 24.33% by 8:05 a.m., signaling strong competition among participants.

Throughout the 29-minute open bidding phase, offers continued to rise. By 8:29 a.m., one bidder had proposed a 31% share of gross revenue. In the subsequent closed phase, LottoPro submitted its final offer of 43.36%, surpassing three rival bids of 35.33%, 30.99% and 36.11%.

The session was paused at 8:40 a.m. to allow for verification of LottoPro’s cost projections and the public meeting formally concluded at 9:55 a.m.

Company Background and Track Record

LottoPro was incorporated on September 3, 2024, with registered capital of R$20 million. The company has five partners: Adriano Aristoteles Vieira de Mendonca, Alex Forte da Silva, Hiago Bezerra de Sousa Lima Piau, Reno Ramalho de Vasconcelos and Thyago Correa Marques dos Santos.

Despite its recent formation, LottoPro already operates municipal lottery systems in eight Brazilian cities. These include Assunção do Piauí, Patos do Piauí, Marcolândia do Piauí and Tatuí in São Paulo, as well as Muquém de São Francisco and Quijingue in Bahia, Teresópolis in Rio de Janeiro and Tutóia in Maranhão.

During direct negotiations, the auctioneer requested whether a higher offer could be made. LottoPro responded that the 43.36% proposal already represented the maximum viable percentage.

Contract Structure and Implementation

The agreement will run for a 10-year term and is valued at R$51,474,339.31, reflecting projected service revenues. Under the tender conditions, the operator is required to maintain and update the system throughout the contract period.

Upon expiration of the agreement, full ownership of the platform’s source code and exclusive system data will be transferred to the state, granting it unrestricted rights over the technological solution.

The next phase involves a proof-of-concept stage, after which LottoPro will be formally summoned through publication in the State Official Gazette.

Reactivating Lotesul After Long Hiatus

Lotesul has been inactive for more than 15 years. Its relaunch was recently signaled through the unveiling of a new brand on the state government’s website, featuring the Mato Grosso do Sul flag integrated into the letter “O” and a four-leaf clover in green and blue tones.

The latest auction marks the third attempt to concession the platform, following two unsuccessful processes in 2025. The first, launched on March 17, was halted after just two minutes, while a second attempt on December 15 was also suspended. This successful tender represents a significant step toward restoring the state lottery’s operations.
