MGA Intensifies Oversight of Maltese Football Betting
The Malta Gaming Authority (MGA) has issued a comprehensive assessment of betting activity on local football competitions, signalling strengthened scrutiny of integrity risks and operator oversight in Malta’s sports-betting ecosystem.
The review spans 1 September 2023 to 31 August 2024 and includes data from 60 licensed operators, representing a full domestic football season. Of these, 70% offered betting markets on Maltese matches, while 37% reported Maltese-based customers placing wagers on local fixtures.
Betting volumes varied widely, with the highest operator stakes exceeding €800,000 ($923,000). Several operators reported negative revenue from Maltese football betting, highlighting the limited commercial scale and potentially volatile nature of this niche market.
Match-winner bets dominated activity, accounting for more than half of all wagers. Although local participation remained modest, multiple operators also recorded foreign players betting on Maltese matches, an area the regulator views as critical for integrity vigilance due to heightened manipulation risk.
The MGA noted that most platforms deploy automated monitoring and fraud-detection tools in line with regulatory expectations. Meanwhile, some operators have implemented controls preventing single-event bets exclusively on Maltese football, instead requiring multiple-event tickets to mitigate risk.
This review follows the MGA’s recently published 2024 Annual Report, which reported €84.1 million in revenue. The regulator reiterated its emphasis on data-driven supervision and reinforced that ongoing cooperation with licensees is essential to safeguard sport integrity and maintain market stability.
