Odisha Replaces Jail Terms with Fines in New Gambling Law
Odisha has overhauled its gambling legislation, replacing prison sentences with a tiered system of fines for all gaming offenses. Ratified through the Odisha Jan Vishwas Amendment of Provisions Bill 2025, the law removes incarceration entirely, imposing penalties ranging from ₹5,000 for minor violations to ₹75,000 for serious infractions.
Previously, minor gambling offenses carried a minimum one-month jail term and nominal fines, while more serious violations could result in up to six months in prison. Authorities say the reforms aim to modernize outdated regulations, reduce court and prison congestion and provide a more effective deterrent through monetary penalties.
The changes also align with India’s central Promotion and Regulation of Online Gaming Bill, 2025, which promotes skill-based and casual e-sports while prohibiting betting-driven online games.
Lawmakers expressed mixed views: opposition figures cautioned that lighter consequences could fuel gambling growth, whereas government officials highlighted improved enforcement clarity and efficiency. Odisha joins a growing number of Indian states revising gambling laws in response to the expansion of digital gaming, reflecting a broader strategy of balancing regulatory oversight with the realities of the online market.
