Romania Considers Raising Gambling Age to 21
Romanian lawmakers are pushing for major changes in gambling regulation, proposing to raise the legal gambling age from 18 to 21. The move reflects growing concern over young adults’ vulnerability to gambling and increasing exposure to online betting ads.
Turcan Leads Initiative for Age Limit Increase
Raluca Turcan of the Liberal Party (PNL) submitted a bill advocating the higher age limit, citing research on financial and emotional immaturity among 18–21-year-olds. She framed the change as a preventive measure to protect young adults from early gambling risks, aligning Romania with Greece, where youth problem gambling rates remain a concern.
Stricter Advertising Rules Proposed by USR
A second bill from Diana Stoica of the Save Romania Union (USR) targets marketing practices. It proposes a 06:00–24:00 ban on online gambling ads to limit exposure during peak online hours. The initiative highlights lawmakers’ focus on aligning regulation with digital habits of younger users.
Political Fragmentation and Regulatory Outlook
The two bills reflect a fragmented parliamentary landscape but demonstrate broad concern for youth protection. If passed, the reforms could significantly reshape Romania’s gambling market, particularly for digital operators and advertisers targeting younger demographics.
The proposed age increase and advertising restrictions signal a growing trend in Europe toward stricter youth safeguards and responsible gambling oversight.
