BiS Brasília 2025: Responsible Gaming & Industry Innovation

As Brazil moves toward a fully licensed betting and lottery framework, the second edition of BiS Brasília is set to become a key date on the national iGaming calendar. Scheduled for October 21–22, 2025, at the Royal Tulip Brasília Alvorada Hotel, the event will convene regulators, policymakers, industry leaders and legal specialists from Brazil and abroad.

Organized by BiS SiGMA in collaboration with ABRAJOGO (Brazilian Association of Games), ANJL (National Association of Games and Lotteries) and ANALOME (National Association of State and Municipal Lotteries), the conference aims to shape the future of Brazil’s gaming and lottery sector through innovation, social responsibility and multi-industry cooperation.

Responsible Gaming and Social Impact

The second day will feature opening remarks by Alessandro Valente, BiS SiGMA co-founder and influential iGaming figure. The first session will tackle one of the industry’s critical topics: responsible gaming and its societal implications.

Panelists, including Cristiano Costa (EBAC Chief Knowledge Officer), Fellipe Fraga (EstrelaBet Chief Business Officer) and Ricardo Magri (EBAC Co-founder), will examine strategies to enhance regulatory and corporate education, implement effective prevention measures and foster safer gaming environments. The discussion will also consider how companies can balance growth with consumer protection.

State Lotteries and Economic Growth

A subsequent panel will explore the economic role of state lotteries in Brazil. With municipal and regional lotteries set to expand, the topic is timely and relevant.

Confirmed speakers include Hazenclever Lopes (LOTERJ President), Rodrigo Cigliutti (CIBELAE Executive Director) and Roberto Carvalho (Founding Partner at Brasil Fernandes Advogados). The session will cover how state lotteries can generate public revenue, support social programs, stimulate local investment and maintain regulatory transparency.

Afternoon Panels: Advertising, Big Tech, and Compliance

The afternoon session will feature a discussion on responsible advertising for betting and the role of major tech players in promoting compliance and transparency.

Panelists Natália Nogues (CEO of Control F5 and AMIG Director), Simone Vicentini (former Deputy Secretary of Prizes and Sports Betting at the Ministry of Finance) and Fernanda Batistella (Partner at Maia Yoshiyasu Advogados) will analyze the intersection of marketing innovation and consumer protection, as well as the challenges of applying advertising laws in a digital-focused environment.

Fiscal Efficiency and Tax Structures

The event will conclude with a panel on taxation and fiscal efficiency for Brazil’s evolving gaming sector, a subject gaining importance as federal and state regulations take effect.

The session, titled “Desafios na Construção do Modelo Tributário e Eficiência Fiscal para Jogos no Brasil” (Challenges in Building the Tax Model and Fiscal Efficiency for Gaming in Brazil), will include Luiz Felipe Maia (Partner at Maia Yoshiyasu Advogados), Sávio Prado (Tax Attorney and Partner at PCV Advogados) and Leandro Pamplona (Partner at BKP Advogados). Discussions will focus on establishing a modern, balanced tax system that promotes competitiveness and ensures long-term sustainability for operators and the government alike.
