Brazil Betting Industry Warns Against CIDE-Bets Tax
The National Association of Legal Betting Operators (ANJL) has raised serious concerns over Bill 5,582/2025, which proposes a 15% tax on deposits made by sports betting customers, termed CIDE–Bets. Industry experts warn the levy could destabilize Brazil’s nascent regulated betting market and negatively impact player protections.
Why the Industry is Worried
ANJL notes that taxing player deposits is unprecedented globally. They argue that such a tax would likely push punters toward unregulated or offshore platforms offering identical services without additional charges. This could not only reduce state tax revenues but also undermine consumer safeguards and compromise the integrity of Brazil’s emerging legal market.
Player Funds and Operator Responsibility
The association stresses that betting operators serve solely as custodians of player funds. Until wagers are placed or withdrawals are made, the money legally belongs to the customer. Introducing a deposit tax would, in effect, levy charges on private funds, an approach with no prior precedent in Brazilian financial or gaming regulation.
Potential Impact on Market Confidence
Brazil’s regulated sports betting ecosystem is less than a year old, with operators investing heavily in licensing, compliance, technology and responsible gaming measures.
