Denmark Tightens Gambling Advertising Rules by 2027

Denmark is preparing for a major reform of its gambling advertising framework, with full implementation expected on January 1, 2027, following a phased rollout beginning in 2026. Media outlets, sports organizations and advertising agencies will have one year to adapt to the new standards.

Protecting Minors and Promoting Responsible Marketing
Led by Tax Minister Ane Halsboe-Jørgensen, the reform aims to safeguard children and young people from aggressive gambling promotion while maintaining a balance between consumer protection and operator interests. The initiative follows years of growing political and public pressure to curb gambling ads during live sports broadcasts and other high traffic events.

A core element of the new framework is an expanded “whistle-to-whistle” advertising ban, prohibiting gambling promotions from ten minutes before a sporting event until ten minutes after its conclusion. Additional restrictions include:

  • A 200-meter ban on gambling advertisements near schools or youth centers.

  • A prohibition on individuals under 25 appearing in gambling ads.

  • A total ban on gambling ads across public transportation.

Tighter Oversight of Digital and Influencer Marketing
The regulations will also extend to digital platforms, specifically targeting influencers and “gamefluencers” who promote betting content to young audiences on social media channels such as Twitch and YouTube. A new committee will draft content guidelines to ensure such promotions do not reach minors.
Furthermore, the government plans to block access to gambling websites from school and youth education networks to reduce exposure to unregulated content.

Minister Halsboe-Jørgensen commented:

“We are taking decisive steps to protect children and young people from an overly aggressive gambling market. By extending the whistle-to-whistle ban and tightening influencer rules, we are slowing down a worrying trend of easy access to gambling-related content.”

Enforcement and Industry Impact
The Danish Gambling Authority (Spillemyndigheden) will oversee enforcement, gaining broader powers to penalize noncompliant advertisers and block unlicensed operators. Oversight will cover both traditional and digital media campaigns.

Analysts view the reform as a major shift in Denmark’s regulatory approach, one that strengthens advertising standards without imposing blanket bans like those in Spain or Italy. The law was shaped through cross party negotiations, emphasizing balanced consumer protection and industry sustainability.

Observers note Denmark’s move mirrors a wider European trend toward stricter gambling advertising rules, focusing on protecting minors and rebuilding public confidence. By addressing exposure risks and updating advertising ethics, the government seeks to promote a more responsible and transparent gambling environment.

With implementation scheduled for 2027, operators and advertisers have a clear timeline to adjust strategies and ensure compliance with the new rules reinforcing Denmark’s commitment to a safer, more accountable gambling sector.
