Lithuania Sets New Gambling Age Limit at 21 by 2025
Lithuania has introduced a new minimum gambling age of 21, effective from November 1, 2025, applying to both online platforms and land-based casinos. The legislation also enhances responsible gambling measures to reduce risky behavior and safeguard players.
Unified Age Limit and Risk Controls
Previously, minimum age requirements differed depending on the type of gambling product. The updated rules now prevent anyone under 21 from participating in licensed gambling, whether online or on-site. Operators are required to implement monitoring systems that flag high-risk activity. Players identified as at-risk will have their access automatically suspended for 48 hours.
Daily session limits are strictly enforced, ensuring no extensions are possible. The approach is designed to detect early signs of problem gambling and intervene before losses escalate.
Increased Penalties and Phased Rollout
Gambling operators who violate the new rules will face escalating fines, scaled to their annual revenue. Major operators cannot avoid consequences, while smaller providers are also held accountable. Some features, such as new deposit-limit tools, will be introduced gradually, giving operators time to adapt.
Through this staged implementation, regulators aim to close gaps in the system and improve player protection. Lithuania aligns with broader European trends emphasizing prevention, responsible play and stricter oversight of gambling operations.
