Kazakhstan Launches New Gambling Zones to Boost Tourism
Kazakhstan is advancing plans to create new regulated gambling zones in several regions to stimulate tourism and boost local economies. Minister of Tourism and Sports Yerbol Myrzabosynov confirmed controlled casino areas will be set up in Mangystau, Almaty, East Kazakhstan and Zhetysu, supplementing existing legal zones at Borovoye and Kapchagay. The initiative aims to expand leisure destinations while supporting national tourism growth.
Strategic Regional Sites
The government has earmarked key locations for the new zones, taking advantage of natural and geographic features. Proposed areas include the Caspian Sea coast in Mangystau, the Panfilov District near Lake Alakol in Zhetysu, Talgar District in Almaty and sites near Markakol and Zaysan in East Kazakhstan. Regional authorities will finalize the exact territories, ensuring that new casinos integrate with local development plans while remaining within national legal boundaries.
Economic and Employment Benefits
Minister Myrzabosynov emphasized that tourism is the primary driver. Each new casino is projected to generate 2–3 billion tenge ($4.3–6.5 million) annually in taxes, while creating around 500 jobs per venue. The government stressed that no tax breaks will be offered casinos will pay taxes per table, maintaining strict regulatory oversight while ensuring substantial public revenue.

Officials indicate that these initial zones may represent only the beginning. The framework allows for future expansion if the first phase proves successful, balancing economic opportunities with responsible regulation.
