PAGCOR Introduces Minimum Guaranteed Fee for Online Gaming
The Philippine Amusement and Gaming Corp. (PAGCOR) is set to introduce a new monthly fee structure for online gaming operators, aiming to ensure consistent revenue collection and strengthen fiscal oversight across the sector. Beginning in 2026, all accredited electronic gaming system administrators (GSAs) and gaming venue operators (GVOs) will be required to pay a “minimum guaranteed fee” (MGF), designed to establish standardized obligations and reinforce financial discipline.
Closing Revenue Gaps
PAGCOR outlined the initiative in a December 15 memorandum, highlighting the need to address disparities in the current fee system. Jessa Mariz Fernandez, head of the electronic gaming licensing division, explained that the policy enforces fairness and accountability, with the fee tied to operators’ minimum monthly gross gaming revenue (GGR).
Phased Rollout of Fees
The MGF will be implemented in two stages. From April 1 to September 30, 2026, operators with electronic casino games generating at least PHP 30 million in monthly GGR will pay PHP 9 million, while those without such games earning a minimum of PHP 15 million will remit PHP 3 million. From October 1, 2026, rates will rise, with operators generating PHP 35 million monthly paying PHP 10.5 million and those earning PHP 20 million without electronic casino games paying PHP 4 million. This tiered system reflects PAGCOR’s effort to align fees with revenue potential.
Implications for Licensed Operators
Currently, PAGCOR accredits 65 GSAs, each remitting a percentage of GGR as a licensing condition. The introduction of the MGF adds a fixed monthly expense, requiring operators to manage revenue targets to maintain compliance and financial viability.
Strengthening Fiscal Oversight
By establishing a minimum guaranteed payment, PAGCOR is creating a revenue baseline across the industry. The MGF applies regardless of actual revenue performance, encouraging operators to meet minimum financial thresholds.
