Paraná Lottery Strengthens Compliance With Global Standards

Officials from Paraná State Lottery (Lottopar) recently participated in an international compliance and integrity training program, reflecting Brazil’s ongoing commitment to global best practices in lottery governance. The initiative comes amid increased scrutiny of financial transactions, reinforcing the lottery sector’s dedication to transparency and responsible operations.

Global Collaboration on Financial Integrity

The training was organized by the Council for Financial Activities Control (Coaf) in partnership with the Latin American Financial Action Task Force (Gafilat). Regulators and compliance experts from across Latin America gathered to share insights on regulatory frameworks, anti-money laundering (AML) practices and strategies to safeguard the financial system from illicit activity.

Lottopar Representation and Focus Areas

Lottopar was represented by Technical Director Rafael Halila Neves and Chief of Staff Pablo Wosniacki. Their involvement highlights the organization’s commitment to aligning the Brazilian lottery industry with international AML and counter-terrorist financing (CTF) standards.

The program covered key topics including:

  • Prevention of money laundering (PLD/FTP)

  • Counter-terrorist financing measures (CTF)

  • Prevention of financing weapons of mass destruction (PFADM)

While gaming and lottery operations were the main focus, the training also addressed Designated Non-Financial Businesses and Professions (DNFBPs) such as real estate agents, jewelers, accountants and factoring companies industries that are frequently targeted by illicit financial schemes.

Learning From International Experts

International experts, including specialists from Spain, provided insights on implementing Financial Action Task Force (FATF) recommendations. FATF is an intergovernmental body that sets global standards to combat money laundering, terrorism financing and other financial threats. Exposure to these international best practices equips Brazilian authorities with tools to enhance oversight and reinforce the integrity of the lottery sector.

Collaborative Efforts Across Brazil

The event also included representatives from the Paraíba State Lottery (Lotep) and the Secretariat of Prizes and Betting (SPA), demonstrating the importance of a collaborative approach among regulatory bodies, state lotteries and supervisory authorities. Such coordination helps ensure transparency, accountability and ethical operations, fostering trust both domestically and internationally.

Strengthening Compliance for Sustainable Growth

For Lottopar, this training highlights that compliance is more than rule-following; it is a strategic approach to protecting the lottery market from exploitation. As Brazil’s lottery industry grows, strong compliance and integrity measures will be essential to sustaining a fair, transparent and responsible gaming environment.
