Sergipe Hosts Hearing to Shape New Lottery Regulation
Sergipe’s Public Services Regulation Agency (Agrese) has taken a decisive step in modernizing its lottery framework, hosting an online public hearing on the General Regulation for Public Lottery Operations on Tuesday (21). The initiative marks a milestone in creating a transparent, participatory and sustainable model for the state’s gaming industry.
Building a Democratic and Inclusive Framework
The session aimed to establish an open dialogue between regulators, industry experts and stakeholders to shape rules governing the management and oversight of lottery activities in Sergipe. Agrese emphasized that the process is designed to align with national standards while promoting public participation.
Agrese’s Director President, Luiz Hamilton Santana, underscored the importance of collaboration:
“This public hearing ensures that Sergipe’s lottery regulation is developed democratically and in line with best practices. Shared experiences help us build a solid, responsible model,” he stated.
Technical Director Michael Arcieri highlighted the need for synergy:

Regis Dudena, Secretary for Prizes and Bets at the Ministry of Finance, stressed the importance of responsible gaming and harmonizing state regulations with federal principles.
Pablo Wosniacki and Rafael Halila from Lottopar discussed legal and operational models from other Brazilian states, focusing on compliance and governance.
Isaac Clemente Coelho, from Paraná’s Regulatory Agency (Agepar), detailed oversight practices ensuring operator accountability and consumer protection.
Marco Antônio Queiroz, President of Banese (Banco do Estado de Sergipe), concluded the event by outlining the bank’s potential role in financing infrastructure, security and payment systems for the state lottery.
